Cross-Bonding at 16th Street & Benning Road Begins July 31st Posted on July 30, 2013 On July 31st, the DC Streetcar construction team will implement traffic restrictions on Benning Road at 16th Street NE to install cross-bonds on the streetcar tracks. The cross-bonding work will take approximately four weeks. During that period, the following traffic restrictions will be in effect from 7:00 am to 6:00 pm Mondays through Saturdays: Northbound and southbound traffic on 16th Street will be restricted to right-in and right-out turns only. Northbound commuters wishing to turn left onto westbound Benning can head eastbound on Benning Road and make a U-Turn at 17th Street. Commuters who wish to turn left onto eastbound Benning Road at 16th Street may continue east down the mall driveway and turn left onto eastbound Benning Road at 17th Street. Eastbound and westbound left turn lanes on Benning Road at 16th Street will be closed. Westbound Benning Road commuters can get to 16th Street by turning left onto southbound 17th Street, followed by a right onto westbound Rosendale Street NE; 16th Street will be at the next intersection. Eastbound Benning Road commuters can access the mall by turning left onto northbound Bladensburg Road, followed by an immediate right onto Maryland Avenue; make a right at Neal Street to enter the mall.The Metrobus stop on the north side of Benning Road just east of 16th Street will remain in service as usual. During evenings and Sundays, steel plates will cover the work areas, and all restrictions will be lifted. To install the cross-bonds, the contractor must excavate a four-foot wide section of the roadway and the track slabs between the eastbound and westbound tracks in order to install conduit and electrical cable. This infrastructure provides an electrical bond between the eastbound and westbound tracks, which is essential for efficient operation of the streetcar traction power system. The construction team is currently installing cross-bonds at three other locations, all on H Street – in the 900, 600, and 1300 blocks – and will soon start on cross-bonds on H Street in the 500 block and at 12th Street. Pedestrian crossings will be maintained and advance warning signs and traffic barrels will be used to set up lane closures along the work zone.
